Why are we not we at peace?

The verse ‘Indeed hearts find rest in God’s remembrance,’ states that the Zikrollah (remembrance of God) is the sole cause of the hearts attaining peace and tranquility, Based on this, can we who do not have peace, claim that we remember Him?
